Our Story
The story of Keenan Refuge Center begins with its founder, Costi Keenan, who grew up as an orphan in Romania. He knew firsthand the pain of abandonment and the fear of facing adulthood without guidance or support.
Through the love of those who cared for him and the strength of his faith, Costi’s life was transformed. Determined to give back, he founded Keenan Refuge Center in 2016 with his family and a team of dedicated supporters.
Our mission is deeply personal: to be there for children who are often forgotten once they turn 18 and leave the orphanage system. Without help, many face homelessness and hopelessness. At Keenan Refuge Center, we believe every child deserves more than survival—they deserve purpose, guidance, and the chance to thrive.
Today, our programs provide mentorship, education, life skills, and spiritual support to help young adults grow into responsible, independent individuals. Looking ahead, our vision is to create a dedicated space where every orphan can find hope, care, and the tools to build a brighter future.
Costi’s journey—from an orphan with no path to a leader shaping futures—remains the heart of our mission. His story is proof that with love, faith, and guidance, transformation is possible.

Mentorship Programs for 18-Year-Olds
We offer mentoring to abandoned children who are aging out of the system, helping them develop life skills, build confidence, and plan for a successful future. Our mentors provide guidance on everything from job readiness to personal development, ensuring these young adults have the tools to thrive independently.
